Samaritan Lebanon Community Hospital (SLCH), on behalf of the Coast to the Cascades Community Wellness Network (CCCWN), will work to reduce morbidity and mortality associated with Opioid Use Disorder/Substance Use Disorder in our rural communities through the development of a regional plan to support and coordinate OUD/SUD prevention, treatment, and recovery services during disaster, crisis, or pandemic events. The Regional Assessment and Implementation Disaster Plan (RAID Plan) will serve individuals with OUD/SUD in Lincoln, east Linn, and rural Benton counties in western Oregon. Lincoln, east Linn, and rural Benton counties are economically disadvantaged, with limited opioid treatment services, high rates of opioid use and high rates of overdose. This population experienced significant impacts during the COVID-19 stay-at-home order, including an inability to access prevention, treatment and recovery services, especially MAT services and supports to maintain sobriety, access to an Emergency Department for withdrawal symptoms and a lack of home in which to shelter in place. The result has been an alarming increase in overdose. Through this project, a Needs Assessment and Gaps Analysis will be conducted, a Strategic Plan and accompanying Action Plan developed, and the RAID Plan subcommittee of the CCCWN formally established to monitor and implement the Plan. A disaster response drill will be conducted to assess the Plan.
